Response to this request is long overdue. By law, under all circumstances, Livingston Township should have responded by now (details). You can complain by requesting an internal review.

Dear Ms. Gomez,

Your OPRA request dated January 19, 2023 for “a Police Report for a theft
that occurred at 46 Aspen Drive in Livingston on December 28th, 2022. This
request is for insurance purposes.”,  was submitted under OPRA and the
common law.    As this is an ongoing criminal investigation, the incident
report is considered exempt under OPRA. However, since you requested
records under the common law and are the adjusters for the insurance
company, we are providing the incident report to you in comportment with
the State of New Jersey, Executive Order #21, paragraph #3 In order to
effectuate the legislative directive that a public governmental agency has
the responsibility and the obligation to safeguard from public access a
citizen's personal information with which it has been entrusted, an
individual's home address and home telephone number, as well as his or her
social security number, shall not be disclosed by a public agency at any
level of government to anyone other than a person duly authorized by this
State or the United States, except as otherwise provided by law, when
essential to the performance of official duties, or when authorized by a
person in interest.  Therefore, phone numbers and dates of birth have been
redacted.
