Police Records re June 8 at 475 Abbott Avenue home of Joanna Congalton-Hali and Scott Hali
Dear Ridgefield Borough,
Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-6(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.
I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.
I WILL NOT use the requested government records for a commercial purpose.
I AM NOT seeking records in connection with a legal proceeding.
Records requested:
Pertaining to the report of police presence requested at, and subsequent police presence at, 475 Abbott Avenue, home of Joanna Congalton-Hali and Scott Hali, on June 8, 2025, all of the following:
1. Audio recording of 9-11 or other call to police to report incident.
2. All Dispatch logs and other police records recording the incoming request for police presence at the address.
3. All incident reports relating to the police presence at the address that day (to the extent juveniles were involved in the incident please be advised that pursuant to N.J.S.A.47:1A-1.1, only personal identifiers, such as the juvenile's name and home address, social security number, financial account, driver’s license number, unlisted phone number, personal email address, and month and dates of birth may be redacted; N.J.S.A. 2A:4A-60 is not applicable unless the juveniles were charged as a delinquent or found to be part of a juvenile-family crisis; No other information about the incident may be redacted according to OPRA law other than personal identifying information of other persons.)
4. Records showing all police officers or police department employees present at the scene of the incident on June 8, 2025.
5. All records whether Ridgefield Police or Ridgefield Borough records discussing the incident at the address that day or the police response to the incident at the address that day.
6. All body worn camera footage from all officers relating to the incident (same redaction instructions apply; to the extent software might be required to blur or redact juvenile identity or personal identifying information in the BWC footage, please be advised that such costs are to be borne by the Municipality and may not be charged to the Requester according to applicable law and GRC guidance; only incidental supply costs for items such as USB thumb drives may be charged).
7. All texts sent or received by all police officers or police department employees present at the scene of the incident.
8. All photos of the scene of the incident.
9. All emails sent or received by ANY borough employee or transmitted through ANY borough email address, borough domain, or borough email server, from June 8, 2025 to the present discussing the incident or referring to the incident or the address at which the incident occurred.
9. All emails, texts, memos, or other records in the possession, custody, or control of Ridgefield Borough or the Ridgefield Police Department discussing or relating to the incident, the reporting of the incident, or the police response to the incident.
My preferred delivery method for response(s) to this request is by E-mail as attachments. Please confirm you have received this request. If you are not the custodian of records, please forward my request to that person and provide their email address to me for future reference.
