The following is our response to your OPRA request dated and received on
09-17-19.  Attached please find copies of the Police Pursuit Summary
Reports for the years 2016 through 2018.

With regard to the first part of your request, namely, “the current
policy, procedures, and general orders that all police officers of the
Clifton Police Department must follow,” please be guided by guided by our
further response as follows.

First, your request, as it stands, would result in a voluminous records
response in our police department including extensive time and efforts to
produce copies, review the same and redact as necessary.  As a result, it
is currently estimated that it would take three weeks of someone’s time
here to provide copies of responsive records.

Next, whichever employee in the police department that would be involved
in this response effort would not be available to work on the response on
a full time daily basis.  Therefore, in the most likely scenario, if that
person is available two to three hours a day for this effort, it would
take eight to ten weeks for him or her to complete this project.

Finally, in view of the information provided above, we would employ the
special service charge as allowed under the OPRA law.  This charge would
relate to the extraordinary effort that would have to be expended to
respond to the request.  It would reflect the hourly rate times the total
number of hours spent by the lowest paid qualified employee available to
do this work.  If this special service charge needs to be imposed, we
would need to obtain your consent to pay the same before we would begin
this effort.

Therefore, in view of the foregoing statements, we are requesting you to
review your request and consider modifying the same to be more specific,
so that the effort needed to respond could be reduced and the special
service charge could also be reduced or possibly not be necessary.
