I am writing to request an internal review of Town of Boonton's handling of my OPRA request 'Police Overtime Expenditures by Year 2017-2022'.

Hello, it seems some documents are missing from your responses, please note the following:

The overtime data for the years 2017, 2018, and 2019 is missing from the DPW response, you only provided 2020,2021, and 2022. Please provide the missing years data – Thanks

The data that is missing from the police request is more problematic. You only provided the following two pieces of information:

- An earnings record summary from your payroll system for a single officer (Joseph Bolcar) for the year 2017 only
- A “breakdown” sheet for what I assume is the year 2022? (no date listed) which says it excludes PR#6 (Payroll # 6?) and “Pittman”…this sheet also looks “created” as the author purposely excluded information which is not in accordance with OPRA guidelines

I asked for the following information in my original request of 10/26/2022:

“List of overtime for 2017, 2018, 2019, 2020, 2021, 2022 (to date) per employee in the police department, and a total amount expended for each of the budget years mentioned.”

As I know it is not you, Ms. Oravits, please ensure the employee who is handling this request for the police department understands what they are supposed to provide by law, or forward to your attorneys for assistance.

Also my request for “overtime” figures should encompass all “overtime” including “pittman”, “extra duty”, “outside detail” and “compensatory” time.

Please advise the police records custodian that nothing is to be “excluded” from payroll records of substance. If I am not provided what I asked for in a timely fashion I will have no choice but to file a denial of access complaint with the GRC. The documents I am seeking are readily available from the BPD timekeeping system (VCS/POSS) as well as your payroll system.

Please confirm receipt and acknowledgment.
