Dear Mr. Michael,
I have received your request for BWC Footage for MVA’s occurring between
7-1 and 7-7-25. There are a total of 11 videos for 9 MVAs during the
requested time period. Total video time is 2:49:28. With redaction time of
3 minutes for every 1 minute of raw of video estimated to be at least 8
hrs 28 minutes of time. You have requested “…that any special service fee
be waved as there is a significant public interest in this information”. I
do not feel that his public interest should be charged to the taxpayers of
the town. Further, when I sought advice from our legal counsel, he said he
did not believe there is any “public interest” exception to the special
service charge. As you are aware, special service charge would be assessed
at the lowest hourly rate of the employee capable of performing the
review/ redaction, and typically would require a 50% deposit up front. For
security reasons the captain is in charge of redaction of videos. $75/
hour=$1.25 a minute. 8 hours 28 min=508 min. total $635 50% deposit =
$317.50
Please let me know how you would like to proceed.
Sincerely,
Capt. T. Medel
