Police Internal Affairs Summary Reports, Forms of Criminal Complaint
Please accept this as my request for government records under both OPRA and the common law right of access. Thank you very much for your commitment to transparent government.
BACKGROUND:
In response to an earlier request, the Township advised me that the major discipline and summary reports are on-line at Hardyston.com/directories/police-department/internal-affairs/ When I checked that site, I noticed that the 2022 Internal Affairs Professional Standards Report consisted only of the first page of Appendix K. However, according to the No. 5 of the Schedule K instruction sheet on the OAG's website, "The first page of the report is a rough categorization of initial allegations, discipline, and a few other metrics for cases closed in the reporting period" while pages 2-3 summarize all cases by initial or sustained allegation and provide several views of complaint source, case length, and criminal and internal outcomes, pages 4-5 present detailed information on allegations of "Other rule violation.” Pages 6-7 present detailed information on allegations of "Criminal violation.” and page 8 presents an overview of discipline by most serious sustained allegation, first with "Criminal violation” and "Other rule violation" collapsed and then with each broken out. So, it appears several pages of the Schedule K listed on the Department's website are missing.
RECORDS REQUESTED:
1. The multi-page 2022 Schedule K in the form that it was transmitted to the Sussex County Prosecutor's office. In lieu of sending me this report, you can put it on the website and notify me that you did so.
2. The first page of the 2022 Summary report lists 2 allegations of "criminal violation" having been pending during 2022. I would like any CDR-1, CDR-2, Special Form or other form of complaint that were issued in connection with these matters.

requested. All information has been updated as of 2/23/2023.
In response to #2 for "I would like any CDR-1, CDR-2, Special Form or
other form of complaint that were issued in connection with these
matters",,,,,,,, No complaints, special forms or any other forms have been
issued due to the matter still being investigated by the Sussex County
Prosecutor's Office.
