Dear Requestor:

This office serves as Custodian of Records for the Township of Delran. We have consulted with the office of the Township Solicitor with respect to your request and this response.

Attached, please find the responsive government record requested in your OPRA #23-055 dated 3-5-2023. The entirety of the requested record has been provided; however permissible redactions have been made for personal identifying information (PII) such as photographs, names, email addresses, cell phone numbers, home addresses, dates of birth and other personal identifying information for all victims and for the suspect, who are the subjects of the record. Such redactions are permissible and required to be made by the public entity before record release when a person would have a “reasonable expectation of privacy”. Please note that as Custodian, I am not required to perform research, so the decision was made to redact the suspect’s PII because I do not know the outcome of the criminal charges.

This letter completes the Township’s response to your OPRA Request and the matter is now closed.

If your request for access to a government record has been denied in whole or in part or is unfulfilled within seven (7) business days, you have a right to challenge the decision of the public entity to deny access. At your option, you may either institute a legal proceeding in the Superior Court of New Jersey or file a complaint with the Government Records Council (the “GRC”). If you file a complaint after the applicable statutes of limitations, you may be prohibited from proceeding with the complaint.

You may contact the GRC by toll-free telephone at 866-850-0511, by mail at P.O. Box 819, Trenton, NJ 08625, by email at [email address] or at their web site at www.nj.gov/grc/. The GRC can also answer other questions about the law. All questions regarding complaints filed in the Superior Court should be directed to the Court Clerk in your County.
