privacy concerns or medical incidents as per N.J.S.A. 47:1A-1 which a
public agency's responsibility and obligation to protect a citizen's
personal information that is in the possession of a public agency when
disclosure of that information would violate the citizen's reasonable
expectation of privacy. Burnett v. Cnty. of Bergen, 198 N.J. 408 (2009),
and P.L. 104-191 (HIPAA), the national standard to protect individuals'
medical records and other individually identifiable health information
safeguarding the privacy of protected health information;
