Police discipline
Dear Collingswood Borough,
This is a request for public records made under OPRA and the common law right of access. I am not required to fill out an official form. Please acknowledge receipt of this message.
Records requested:
Perusuant to Pitchess v. Superior Court, 11 Cal. 3d 531 (Cal. 1974), I request the disciplinary records for William Lyons, Michael Manning, Nicholas Bruns, Brian DiCugno. The employees aforementioned have been accused in court filings of suppressing exculpatory and impeaching evidence in a matter to which they were assigned. In such situations outside of New Jersey access to the officer's disciplinary files is permitted. This would be a case of first impression in New Jersey and consistent with the legislative intent that the public have broad access to New Jersey public records. Custodian is strongly encouraged to comply or face court action to obtain the records.
Same may be produced to this address.
Yours faithfully,
Brian F. McBride
