Good Afternoon Mr. McGorry,
In response to your OPRA request I have been advised by the Police
Department that the Department has no document entitled “Police Department
Policy and Procedure Manual” and I am, consequently, unable to provide the
specific document you requested because it does not exist. I am further
advised that the Police Department does maintain individually issued
directives and policies. These are maintained electronically and there
are over one hundred individually issued policies. Many of these
policies, probably most of them, are public records which can be released
although some might require redaction under one or more of the
security/public safety exceptions. I do not want to assume that you are
requesting all of the releasable individual directives and policies as
that would be a request that will generate an extremely voluminous
response and considerable effort to review and redact. If there is a
particular subject you are interested in perhaps you may want to modify
your request to policies specifically addressing the relevant subject
matter. Alternatively, in the event you are seeking complete copies of
all individual directives, procedures and formally issued Department wide
policies, the Police Department will need at least three weeks to work
with our vendor to sort and then have the appropriate authorities review
for release or redaction. If you have any questions or need further
clarification please feel free to contact me.
Regards,
- Carol Marsh
