Agostino Severiano

Dear Burlington City,

Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-6(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.

I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.

I WILL NOT use the requested government records for a commercial purpose.

I AM NOT seeking records in connection with a legal proceeding.

Records requested:

Please send your response in PDF format.

1. All police CAD reports with narratives for the day of 9-26-2025.

Please include a Vaughn index with your response.
*A Vaughn index that identifies each record requested and the specific legal basis for a denial of access (including redactions) to each record.

My preferred delivery method for response(s) to this request is by E-mail as attachments. Please confirm you have received this request. If you are not the custodian of records, please forward my request to that person and provide their email address to me for future reference.

Yours faithfully,

Agostino Severiano

Mr. Severiano,
Due to the fact that this request is going to take an extraordinary amount
of time to prepare this OPRA request there is a fee of $60.00 which will
have to be satisfied before the reports can be released.  How would you
like to proceed with this request? We can only accept cash or check, made
payable to the City of Burlington.

Dear Maureen Agnew,

Pursuant to the Open Public Records Act (N.J.S.A. 47:1A-1 et seq.), I respectfully request a written, itemized estimate showing the specific basis for each part of the total charge.

As you know, N.J.S.A. 47:1A-5(b) provides that:

“A copy or copies of a government record may be purchased by any person upon payment of the fee prescribed by law or regulation, or if a fee is not prescribed, upon payment of the actual cost of duplicating the record. … If a request for a government record would require a substantial amount of manipulation or programming of information technology, or would require the custodian to engage in extraordinary expenditure of time and effort to accommodate the request, the agency may charge, in addition to the actual cost of duplication, a special service charge that shall be reasonable and shall be based upon the actual direct cost of providing the copy or copies. The requestor shall have the opportunity to review and object to the charge prior to it being incurred.”

Accordingly, please provide:

A line-by-line breakdown of the $60.00, including:

Number of hours of staff review/redaction,
The hourly rate used,
Any retrieval or search costs,
Any other “special service charges.”
An estimated completion date once any required deposit is received.

Please provide this detailed written estimate. If the actual cost of duplication is less than estimated, I expect the final charge to be reduced accordingly.

Yours sincerely,

Agostino Severiano

I will be out of the office Thursday November 6th to Monday November 10th.
If you need immediate assistance, please call 609-386-0262 otherwise I
will get back to you as soon as I can.
