Police bodycam footage and police reports
Dear Marlboro Township Police Department,
Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-6(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.
I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.
I WILL NOT use the requested government records for a commercial purpose.
I AM NOT seeking records in connection with a legal proceeding.

Any and all police reports and body cam footage pertaining to any incidents or calls to 300 Farm Bridge Rd., Marlboro, NJ 07746 from 1/1/2023 to present

These redactions are done by an officer and billed separately.

Hello - Thank you for your response. Could you please explain a few things so I can understand your email. 1. Why do you need two weeks to Dec. 1 to provide the information? My original request was Nov. 8 and outside a Received reply from the Township I have not received anything until Nov. 17 where you request an additional two weeks and also that these videos will require additional redaction and this will come as a cost to me. I have no problem paying the cost if there is transparent costs associated with lawful necessary redactment. I request that you inform me in writing of the what is needed to be redacted and how long this took and the charge per hour I am to pay. Reasons that I am aware to possibly require redactment in bodycam video typically occur if personnel identifiable information such as social security numbers, credit card info, phone numbers etc... would be visible on camera. The address is fully known and is named in my opra request, People involved should not be redacted as far as I believe. So I would request a detailed follow-up along with each video explaining what type of information was redacted and why and how much time and cost went into performing the redactment. I will have my attorney review this detailed listing of all redactements in the videos and the cost associated with it. Thank you very much and I look forward to hearing from you no later than December 1.

Good Morning Tracey,
We need enough time to gather the reports you requested, as well as gather and review all the Body Worn Camera Footage you requested.
We have 7 business days to respond to an OPRA request from the time you sent your request, which would be bring us to 11/18/2025,. (We do not work on Saturdays and Sundays).
That being said, I calculated the 14 business days incorrectly and did not account for the Thanksgiving weekend, the new date will be 12/9/2025. (We do not work Thanksgiving day and the Friday after, nor Saturday and Sunday).
If you need this sooner, you can amend your OPRA request and narrow the time period of reports and Body Warn Camera you are requesting.
Officer Motani will give you an itemized detailed invoice after he reviews all the footage.

Dear Judith Sham,
I appreciate you getting bqck to me. I’m not sure what the difference is between common law reports, and Opra reports.
Why was I only given common law reports?
In my initial request, I asked for all incident reports and body cam footage that occurred at 300 Farm Bridge Rd., Marlboro, NJ 07746
The reports that you sent me only pertains to complaints and reports that David Skopp filed against me and were taken at the police station. With the exception of the first one from April 2023. That report was taken at the residence.
I know there were a couple incidents at the house where the police were called to but were not included in these reports.
One the weekend of July 19, 2025 and another was approximately a month later.
Can you please let me know why these reports were not included in my request.

"Common Law" request are incidents that you were involved in. There are less redactions made to these incident reports.
OPRA request are heavily redacted as per NJ OPRA regulations.
Please see N.J.S.A. 47:1A-1.1
I have no problem providing those incidents under OPRA.
The following information will be redacted:
All Names (Only your name will appear)
All addresses
ALL Social security #'s
All phone numbers
All drivers Licenses
All investigation Reports
The BWC footage will be heavily redacted as well, again Officer Motani will provide an invoice for those redactions as well.
