Police accident report involving Benjamin Bland on June 29, 2024,

This is a request for public records made under OPRA and the common law right of access. I am not required to fill out an official form. Please acknowledge receipt of this message.
Records requested:
I am requesting the police accident report for damage to my car (Toyota Corolla license L57GLV) reported by Benjamin Bland who was driving my car on June 29, 2024, near the intersection of Cumberland Ave and Belle Ave when it was vandalized by another party who struck the passenger side view mirror with an object, damaging it. The car is insured by David Bland (Benjamin's father). The police were called by Benjamin who insisted on getting a police report. Officer Guzman of the TPD took the report who told us that Benjamin could obtain a copy of the report in about 5 business days. Officer Guzman's senior officer, who stopped by (we don't have his name) said the same thing.
However, upon requesting the report, Benjamin was told that it could not be released to him as he was not "the victim." When I spoke to the TPD as the owner of the car, I was told the same thing, namely that they could not release it to me, either, even though it was my car that was damaged.
We were astonished at this turn of events since (a) the only damage was to my car, and (b) the car was vandalized by another party who was walking in the street (not on the sidewalk) and swung out with an object that damaged the passenger side mirror. We do not have that person's name though he was interviewed by the Officer Guzman.
