investigation reports or narratives. Police incident reports involving
criminal charges are criminal investigatory records, and thus exempt from
disclosure under OPRA, pursuant to N.J.S.A. 47:1A-1.1. See Nance v. Scotch
Plains Police Dep’t, GRC Complaint No. 2003-125 (January 2005); Rivera v.
Passaic County Sheriff’s Office, GRC Complaint No. 2010-152 (May 2011);
Connolly v. Montville, GRC Complaint No. 2013-59 (September 2013).
