This is in response to your Open Public Records Act (“OPRA”) filed with
Ramapo College of New Jersey (the “College”) on October 21, 2018 and
the subsequent clarification email on October 25, 2018.  The following
responds to the specific item of your request, as listed below:

Initial Request - Records requested:  1) Payroll records by employee by
pay type or code for FY2018   2) Payroll records by employee by pay type
or code for FY2017 

Clarification Request - Please provide each employee who receive regular
pay, stipends, special payment or over time for FY2018 and FY2017.

Dear Anonymous07430, 

This is in response to the New Jersey Open Public Records Act (OPRA)
request that you filed with Ramapo College of New Jersey (the “College”)
on or about October 23, 2018.  The OPRA request sought the following
government records:

Records requested:

1.      "copies of email logs for Kirsten Loewrigkeit from September 15,
2018 to October 19, 2018. Please include sender, recipient, date and
subject." 

2.      "copies of email logs for Colleen O'Keefe from September 15, 2018
to October 19, 2018. Please include sender, recipient, date and subject."

3.      "copies of email logs for Virginia Galdieri from September 15,
2018 to October 19, 2018.Please include sender, recipient, date and
subject."

The College has identified government records responsive to this request
totaling 118 pages of email logs and 4525 individual emails.  Due to the
nature of your request, I will have to review the email logs and redact
certain text that contains: personally identifiable information; personnel
record information, attorney-client privileged information; and,
confidential student information under the Family Educational Rights and
Privacy Act that are exempt from disclosure under OPRA.

As a consequence, a special service charge is necessary, and authorized
under OPRA, to fulfill your records request.   The estimated special
service charge is $169.78, which represents the total time of 2.5 hours
multiplied by my hourly rate of $67.91.  I await your approval and payment
of the special service charge before the redaction process commences and
the government records can be provided.  If you agree to pay the service
charge, please send the $169.78  payment (addressed to Ramapo College of
New Jersey) to: Ramapo College of New Jersey, Custodian of Records- M-213,
505 Ramapo Valley Road, Mahwah, NJ 07430.

The 118 pages of email log is made up of 4525 individual email log
entries, therefore the cost is the same.
