Parsippany Police

The request was partially successful.

Dear Parsippany-Troy Hills Township,

This is a request for public records made under OPRA and the common law right of access. I am not required to fill out an official form. Please acknowledge receipt of this message.
Records requested:

1- All CAD print out records and recordings for the November 29, 2017 arrest/incident filed under case number 2017-032470.

2- A list of all Heroin seizures by the Parsippany Police department, (by either arrest or property seized) corresponding case numbers, and the name of the identifying stamps of said Heroin seizures between January 1, 2015, and December 31, 2019.

Yours faithfully,

Red Rum

Good Morning,

Please provide the following clarifications:

1- All CAD print out records and recordings for the November 29, 2017
arrest/incident filed under case number 2017-032470.

• Please clarify what recordings you are requesting since this request
is overly broad and does not point me to exactly what needs to be
provided.
• What CAD print out records do you seek? This request does not point to
a specific document I must provide since we have different reports
that can be produced.  You can also list what information from the CAD
you are looking for so I print the report that best fits the data
requested.

Good Morning,

1-

• Recordings between communications dispatch with all units in regards
to case 17-32470—No responsive records.
• CAD event log for incident 17-32470- Items redacted in accordance with
OPRA to protect personal identifying information and criminal
investigatory information (N.J.S.A. 47:1A-1.1).

2-

• A list of all Heroin seizures by the Parsippany Police department, (by
either arrest or property seized) corresponding case numbers, and the
name of the identifying stamps of said Heroin seizures between January
1, 2015, and December 31, 2019--Those items would be part of a
criminal investigatory file and protected under OPRA (N.J.S.A.
47:1A-1.1). Even if those were allowed to be released, we do not have
a list that contains which stamp was on the packaging, if any, and we
would need to research each case and create a document for that, which
OPRA prohibits. Part #2 of the request is denied.

If your request for access to a government record has been denied or
unfilled within the seven (7) business days required by law, you have a
right to challenge the decision by the Parsippany Police Department to
deny access. At your option, you may either institute a proceeding in the
Superior Court of New Jersey or file a complaint with the Government
Records Council (“GRC”) by completing the Denial of Access Complaint
Form.  You may contact the GRC by toll-free telephone at 866-850-0511, by
mail at P.O. Box 819, Trenton, NJ, 08625, by e-mail at
[email address], or at their web site at www.state.nj.us/grc. The
Council can also answer other questions about the law.  All questions
regarding complaints filed in Superior Court should be directed to the
Court Clerk in your County.
