Outside Work Policy
Dear Rutgers University,
Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-6(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.
I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.
I WILL NOT use the requested government records for a commercial purpose.
I AM NOT seeking records in connection with a legal proceeding.

I am seeking the Outside Work Policy in detail for Rutgers University employees regarding any rules that guide employees when they are working at other jobs as well as all submissions from employees for outside work. Please include any policies regarding use of vacation/personal time for purposes of working a non-Rutgers job. Please also include policies regarding conflict of interest for jobs and roles outside of Rutgers University.

to your request for records pursuant to the Open Public Records Act
(“OPRA”). On May 19, 2025, this office received your request for the
following:
“I am seeking the Outside Work Policy in detail for Rutgers University

With respect to request for outside activity/employment disclosures,
please be advised that any such disclosures are part of the individuals’
respective personnel records and are therefore exempt from public
disclosure under OPRA. Accordingly, your request for employee outside
activity forms is denied. In Dusenberry v. NJ City Univ., GRC Complaint
No. 2009-101 (April 28, 2010), the Government Records Council held that
the custodian lawfully denied access to outside activity questionnaires
because they are part of personnel records and exempt from disclosure
under OPRA pursuant to N.J.S.A. 47:1A-10. They also ruled such documents
can be withheld because the University had an obligation to safeguard from
public access a citizen’s personal information. N.J.S.A. 47:1A-10; North
Jersey Media Group, Inc. v. Bergen Cnty. Prosecutor’s Office, 405 N.J.
Super. 386 (App. Div. 2009).
If your request has been denied, you may take your appeal to the New
Jersey Government Records Council (NJGRC), which has mediation and dispute
resolution procedures, or you may file a lawsuit with the New Jersey
Superior Court, as provided by N.J.S.A. 47:1A-1, et seq. Your rights of
