Good afternoon,
Please accept this as Rowan’s response to your January 20, 2023 OPRA wherein you sought the "incident report law enforcement findings probable cause statement number of suspects arrested booking details if suspect arrested cad body cam call recording of requesting police services relating to this incident number of officers on scene suspect name complaint warrant summons mugshot of suspect." As you know, OPRA requires a response within seven business days. This response is being provided on the fifth business day, January 27, 2023. We have been advised that the prosecutor is investigating this incident. Under N.J.S.A. 47:1A-3.a records pertaining to ongoing investigations are exempted from disclosure under the law; as well as N.J.S.A. 47:1A-1.1(4) which exempts criminal investigatory records. In light of this, we cannot provide any documents at this time. You can contact Glassboro PD and Gloucester County Prosecutors office, once the investigation is closed.
I believe this is a full response to your OPRA request and Rowan will close this request unless you advise otherwise.
If you have any questions and/or would like to discuss this matter further, please do not hesitate to reach out to me at any time.
Thank you,

Good afternoon,
In responding to your request regarding an incident on January 20, 2023, I just saw that you had a second request unrelated request regarding disciplinary action against Tau Kappa Epsilon from August 2022 to present. I apologize for the oversight. Our response is due within seven (7) business days from January 20, 2023 which is January 31, 2023. Please be advised that in order to respond I will have to work with multiple departments as well as review the documents for any redactable, duplicative information. In light of this, I am requesting until February 9, 2023 to respond on behalf of Rowan. This would be an additional 7 business days from the original due date.
Please let me know if you have any concerns or objections to the request for an extension. Otherwise, I will assume you agree to the extension.
Thank you,

Good morning,
Please accept this as Rowan's completed response to your January 27, 2023 OPRA request (below) wherein you sought documents regarding disciplinary action against Tau Kappa Epsilon from August 2022 to present. As you know, OPRA requires a response within seven business days. After an extension request, Rowan University's response is due February 9, 2023. This response is being provided on February 9, 2023.
Please be advised that to the extent that your request is seeking documentation regarding disciplinary actions against students, OPRA specifically exempts records kept by "any public institution of higher education, . . . deemed to be privileged and confidential," such as "information concerning student records or grievance or disciplinary proceedings against a student to the extent disclosure would reveal the identity of the student," are protected. N.J.S.A. 47:1A-1.1. Further, OPRA has a general safeguard in place to protect a citizen's privacy concerns. Specifically, N.J.S.A. 47:1A-1 states a "public agency has a responsibility and an obligation to safeguard from public access a citizen's personal information with which it has been entrusted when disclosure thereof would violate the citizen's reasonable expectation of privacy."
