Dear Carteret Borough,

Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-5(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.

I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.

I WILL NOT use the requested government records for a commercial purpose.

I AM NOT seeking records in connection with a legal proceeding.

I am requesting the following four items:

1. Any record that identifies or defines what "Ordinance 303.4" refers to — for example, a code reference sheet, numbered code list, software code table, training material, and/or written instruction used by staff when completing Borough forms.

2. Any written policy, guideline, or directive the Property Maintenance Division uses regarding weeds and grass on residential property.

3. A copy of the section on weeds and plant growth from the property maintenance code book currently on file in the Clerk's office and adopted by Chapter 198 of the Borough Code. I only need the page that section appears on.

4. A copy of any ordinance passed after June 6, 2002 that changed or replaced Chapter 198, Property Maintenance, including any ordinance adopting a newer code book.

If you cannot provide any item, please tell me which one and why, and send the rest.
