OPRA: up to 5 BWC clips from Brigantine PD re 1/13/25 child-endangerment (Jena Davidson)
Dear Brigantine City,
Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-6(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.
I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.
I WILL NOT use the requested government records for a commercial purpose.
I AM NOT seeking records in connection with a legal proceeding.
Records requested:
Under the NJ Open Public Records Act (N.J.S.A. 47:1A-1 et seq.), I request body-worn camera (BWC) recordings only from the Brigantine child-endangerment incident involving Jena Davidson (35), Ventnor City, on 01/13/2025.
Please provide up to 5 non-duplicative BWC angles showing:
Initial child/welfare contact (exterior/interior): first officers with the reporting neighbor, locating the unaccompanied toddler, assessing the residence; caretaker found unconscious/unresponsive; basic life support pending EMS.
Caretaker/suspect contact (pre-arrest): commands/interaction with Davidson, observed intoxication, detention/arrest (or decision to transport for medical care).
Post-detention transfer/escort: escort/transport (e.g., to EMS/hospital or police facility) and any hand-offs captured on BWC.
Dates/Times: 01/13/2025, ~12:20–2:00 PM (incident ~12:33 PM). Include immediate follow-on BWC (e.g., hospital escort) if applicable.
Incident/Case #: Unknown — please include the official number in your acknowledgment.
Delivery & format: Electronic download link/portal preferred; original/native files when
available (with embedded timecodes/metadata).
Redactions: Please apply only those required by law and release all reasonably segregable portions.
Burden limit: Please limit total search/preparation time to two (2) hours. If staff determines the work would exceed two hours, pause and email me a brief list of responsive file names and durations so I can narrow before you proceed.
Fees: Please waive fees in the public interest; electronic production requested.
