OPRA response TERMS and RETENTIO POLICY
Dear Paramus Borough,
Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-6(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.
I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.
I WILL NOT use the requested government records for a commercial purpose.
I AM NOT seeking records in connection with a legal proceeding.

after having reviewed several other OPRA responses from the borough and its police department, I would like to have a exact definition of the terms i often see used in OPRA responses, exact definition of any term or response that would be given in an OPRA, and specifically definitions of the following terms:
“records responsive”
“no records responsive”
“overly broad”
I would also like to know the retention policy for the following types of documents, including but not limited to the amount of time each record is kept for:
CAD records
dispatcher records
police journal entry records,
dispatch recordings,
911 tapes,
dispatch calls,
images,
recordings,
audio recordings,
video recordings,
surveillance video,
accident reports,
use of force reports,
incident reports,
aided reports,
operations reports,
internal affairs records,
vehicle reports,
investigation reports,
citations,
summonses issued,
charge sheets,
disposition of charges,
court records,
legal actions,
lawsuits filed,
settlement agreements,
judgements,
ambulance reports,
patient care reports,
fire department response reports,
sobriety test results,
total station diagrams,
accident reconstruction diagrams
accident reconstruction reports,
dashboard camera video,
and email, letters or other written communications
as of the present date.

Good afternoon,
This office is in receipt of your request. Please be advised that your request is invalid as being overbroad and failing to state “identifiable” documents. As the New Jersey Appellate Division stated in the case of MAG Entertainment, LLC v. Div. of Alcoholic Beverage Control 375 N.J. Super. 534, “OPRA does not require records custodians to conduct research among its records for a requestor and correlate date for various government records in the custodian’s possession.” (citing from Reda v. Tp. of West Milford, GRC Complaint No. 2002-58. In that case, a requestor sought information regarding a municipalities liability settlements but did not request any specific records. The Government Records Council (GRC) objected to the request stating that OPRA only allows requests for records, not requests for information.
