Pursuant to the Open Public Records Act (OPRA), N.J.S.A. 47:1A-1 et seq., I am requesting access to the following government records:

A list or count of all traffic stops conducted on Doremus Avenue in Glen Rock, NJ, during the month of July 2025.

A list or count of all citations issued as a result of those stops on Doremus Avenue during the same period.

A copy of each citation issued on Doremus Avenue during July 2025, with any necessary redactions to protect personally identifiable information in accordance with OPRA regulations.

This request is made in light of the Glen Rock Police Department’s Facebook post dated July 9, 2025, which included an image of an officer conducting speed enforcement at the intersection of Doremus Avenue and Rutland Avenue. The post mentioned that newly paved roads like Doremus Ave are being actively monitored by GRPD officers.

If this request is denied in whole or in part, please provide the specific legal basis for the denial as required by N.J.S.A. 47:1A-5(g), along with a list of any records withheld.

However, these reports do not detail the specific violation or observable condition that initiated each particular stop. For example, while two provided traffic tickets explicitly state "DRIVING OR PARKING UNREGISTERED MOTOR VEHICLE" as the offense for those specific stops, the police reports themselves do not link such specific violations to each listed motor vehicle stop event. Understanding the "predicate offense" or "articulable facts" for each stop would enhance comprehension.

• Can you identify the "issuing officer" or the "primary unit" responsible for each listed "MOTOR VEHICLE STOP" in the reports?
◦ The "GLEN ROCK POLICE" reports include columns for "Primary Unit" (e.g., "WW", "SI", "8127", "8139", "8144", "8147"). The traffic tickets, however, specify an "Officer ID" (e.g., "8147" on source and "8164" on source).
