OPRA Request — Records concerning DWI / Leaving the Scene (Edgewater Police Department (Borough of Edgewater))

Response to this request is long overdue. By law, under all circumstances, Edgewater Borough should have responded by now (details). You can complain by requesting an internal review.

Raphleen Raphael

To the Records Custodian, Edgewater Police Department (Borough of Edgewater):
Pursuant to the New Jersey Open Public Records Act (OPRA), N.J.S.A. 47:1A-1 et seq., I request copies of the following public records concerning the law-enforcement response, investigation, and arrest described below.
Case details for record identification:
Defendant: Priscilla Medina.
Investigating agency: Edgewater Police Department (Borough of Edgewater)
Jurisdiction / case title: State of New Jersey v. Priscilla Medina (Bergen County / Edgewater Municipal Court).
Timeline: Date not stated in available material.
Specific circumstances: This request concerns a driving-while-intoxicated and leaving-the-scene arrest in Edgewater involving a Tesla Model X driven by Priscilla Medina, which crashed following an altercation in which an earlier incident with a white Audi — driven by a man against whom Ms. Medina reportedly held an active restraining order — led to a confrontation outside her fiancé’s residence, during which the fiancé reported being struck by the Audi. Ms. Medina was intoxicated and combative, refused to exit, and was arrested; the area had extensive building CCTV, two witnesses, and the fiancé’s phone video, and a parallel investigation of the ex-boyfriend (assault by auto and restraining-order violation) was referenced. The Tesla was towed.
Specifically, I request:
1.All body-worn camera (BWC) video and audio from all officers present at the scene, transport, and processing;
2.All in-car / dashboard camera (dashcam) video and audio from all responding municipal vehicles;
3.The complete incident, arrest, and offense report(s), including all supplemental narratives and any report relating to the parallel investigation of the other involved party (assault by auto / restraining-order violation);
4.All standardized field sobriety test documentation and any Alcotest/breath records;
5.Any building/CCTV surveillance footage, witness statements, and the fiancé’s submitted phone video/photographs collected as part of the investigation, and any records confirming the active restraining order;
6.All computer-aided dispatch (CAD) logs, call-for-service history, and radio dispatch audio for this event; and
7.Any booking sheets, photographs, the towing record for the Tesla Model X, and property/evidence intake logs associated with this arrest.
Please respond as soon as practicable and within the statutory timeframes required under the New Jersey Open Public Records Act (OPRA), N.J.S.A. 47:1A-1 et seq. If any portion of this request is redacted or denied, please specify the exact statutory exemption under N.J.S.A. 47:1A-1.1 being applied. Please advise in advance if any copy or retrieval fees will exceed $25.00. I am willing to receive records electronically in any standard digital format.
Thank you for your assistance.
Sincerely,
Magic Media
