Good Afternoon,

You submitted an Open Public Records Act (OPRA) Request Form to the Town of Dover which was received by the Municipal Clerk on 11/3/2025. Pursuant to the Act, the Town has 7 business days, beginning the day after receipt of the request by the Records Custodian, within which to respond. As such, the seven (7) business day deadline to respond to your request was 11/14/2025. An extension was requested until 11/28/25. Please accept this email as the Town’s response to your request.

Your request sought access to the following regarding:

1. CAD/Dispatch records for any call(s) for service regarding this incident between 9:10 PM and 10:00 PM (ET), including call notes, timestamps, unit assignments, and disposition codes.

2. Incident/Offense report(s), including narratives, supplements, and any associated arrest/summons information or event/case numbers.

3. Body-Worn Camera (BWC) video/audio for all responding officers for this incident (from first arrival through clearing the scene).

4. Radio transmissions and unit history logs tied to the event.

5. 911/non-emergency call audio/recording and call detail for the originating call about this incident (if available).

Attached, please find the records that to the best of my knowledge are believed to be responsive to your request. I have been advised by the Police Department, for 911 recordings, please contact the County dispatch for those records.

Unfortunately, we are unable to email any, body worn camera footage responsive to your request as the files are too large. The footage provided by the Police Department that is responsive to your request has been uploaded to a flash drive. To provide you with the responsive footage, we can mail you the flash drive with the footage or you can come pick up a flash drive with the footage. The cost of the flash drive itself is $2.50. If you rather have the flash drive mailed to you, it would cost an additional $.76 for a total of $3.26. If you wish to have the flash drive mailed to you, please make the check or money order payable to the Town of Dover and provide the mailing address you would like the flash drive sent to. Please advise how you would like us to proceed.

There are no other records responsive to your OPRA Request. This request is now deemed complete and closed.

Thank you,
