This is a request for public records made under OPRA and the common law right of access. I am not required to fill out an official form. Please acknowledge receipt of this message.
Records requested:
Any and all records, communications, correspondence, emails, text messages between the Township Council, Mayor, Deputy Mayor, any township employee and Keith Cafferty or any member of the Neptune Township (NJ) council or Neptune Township (NJ) employee from the time period between January 1, 2021 and the present date.
Additionally I request any and all records, communications, correspondence, text messages between the Township Council, Mayor, Deputy Mayor, any township employee and/or any citizen regarding pickleball and/or tennis from the time period between January 1, 2021 and the present date.

The Township of Lumberton received your Open Public Records Act (OPRA) request on February 21, 2023. The Official Records Custodian, Bobbie Quinn, received your OPRA Request on February 21, 2023. As such, the seven (7) business day deadline to respond to your request is March 2, 2023. This response is being provided to you on the 7th business day after the custodian’s receipt of said request.
The following is responsive to your request:
The Township is in receipt of your OPRA request for “any and all records, communications, correspondence, emails, text messages between the Township Council, Mayor, Deputy Mayor, any township employee and Keith Cafferty or any member of the Neptune Township (NJ) council or Neptune Township (NJ) employee from the time period between January 1, 2021 and the present date.” At this time, this request is denied for the following reasons. First, this request is broad and unclear because it requests “any and all” certain records. See Bent v. Stafford Police Dep’t, 318 N.J. Super. 30 (App. Div. 2005). Additionally, this is an insufficient request for correspondence, emails, and text messages. See Elcavage v. West Milford Twp. (Passaic), GRC Complain No. t2009-07 (April 2010); Armenti v. Robbinsville Bd. of Educ. (Mercer), GRC Complaint No. 2009-154 (May 2011).
Your second request is for “any and all records, communications, correspondence, text messages between the Township Council, Deputy Mayor, any Township employee and/or any citizen regarding pickleball and/or tennis from the time period between January 1, 2021 and the present date.” At this time this request is denied for the following reasons.
