OPRA Request on individual contractors
Dear Rowan University,
Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-6(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.
I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.
I WILL NOT use the requested government records for a commercial purpose.
I AM NOT seeking records in connection with a legal proceeding.
Records requested:
All contracts, professional services agreements, engagement letters, purchase orders, or similar records, from January 1, 2023 to present, for ***individuals*** engaged by Rowan University as independent contractors or non union, non represented personnel.
For each record, I request any documents that include the following information, if maintained:
Name of the individual:
Title or role
Email
Department or unit
Dates of service
Method of payment, including vendor or payroll classification
Total compensation or payment amount
Copies of invoices or payment authorizations associated with these engagements
My preferred delivery method for response(s) to this request is by E-mail as attachments. Please confirm you have received this request. If you are not the custodian of records, please forward my request to that person and provide their email address to me for future reference.

Good afternoon,
Rowan is in receipt of your December 12, 2025, OPRA request below for "all contracts, professional services agreements, engagement letters, purchase orders, or similar records, from January 1, 2023, to present, for individuals engaged by Rowan University as independent contractors or non union, non represented personnel" from 1/23-present.
For each record, following information was requested.
-Name of the individual;
-Title or role;
-Email;
-Department or unit;
-Dates of service;
-Method of payment, including vendor or payroll classification;
-Total compensation or payment amount; and
-Copies of invoices or payment authorizations associated with these engagements .
Under OPRA, Rowan has until December 23, 2025, to provide its response. However, the nature of the request requires multiple departments to gather the information which then needs to be organized and reviewed for any duplications, non-relevant information, and/or redactions. I have been advised that the departments will not be able to complete this request by the current due date. As such, Rowan will require until December 30, 2025, to provide a response.
In addition, one of the departments is asking if a spreadsheet with the name of individual, dates of service, payment amount, etc. will suffice, instead of the physical contract. Sending only the spreadsheet will save a significant amount of time. Please advise if this is acceptable.

Thank you for your assistance. While having the contracts would be ideal, if this is difficult or burdensome for one or more departments, supplying the other requested information in a spreadsheet will suffice.
