    Permits would be through the Municipality especially related to
inspections for electric, plumbing or building.   You can also check tax
liens through the Municipality. 

    If you want me to see if there are Tax Liens recorded against the
property in the County Clerk's office, you need to give me the owner's
name and when they purchased the property.
