OPRA Request for Tax Liens and Code Violations
Dear Orange City,
This is a request for public records made under OPRA and the common law right of access. I am not required to fill out an official form. Please acknowledge receipt of this message.
Records requested:
1. A list of all the residential properties with code violations that include fire damage, overgrown grass, overgrown weeds, junk, boarded houses/windows, vacant properties.
2. All condemned properties
3. All properties with delinquent water and sewer which date back up to 1 year, including amounts owed
4. All properties currently listed with water shut-off notice
5. All properties with notices of abatement
6. A list of street addresses of residential properties with tax or municipal liens
in csv or excel format

In response to your OPRA request, the Tax Collector has advised:
There are no delinquent taxes at this time because on 12/22/2022, the City
had an accelerated tax sale, which included everything that is delinquent
(taxes, sewer, water, violations, etc.). After this accelerated sale,
there are currently no delinquent properties. Generally, the tax sale is
every December.

There is no list that exist in City Hall with delinquent code violations. OPRA requests are used to obtain specific public records, not documents that have to be created.
The Code Enforcement Office has advised me that the City abated open code violations since COVID and the inspectors have not been out to do code violation surveys. If there is a specific address that you would like to check to see if there are code violations, the Code Enforcement Office can respond to that, but I have been advised that there is no list of properties with code violations because no such list exist and cannot be created.

The way that the Tax Collector's system is set up, this is the way the report is generated. You can reach out to the Tax Collector's Office if you are interested in looking up specific street addresses/blocks & lots, however, the Clerk's Office is not able to provide street addresses for block and lot numbers.
