Dear Rutgers Open Public Records Center/Custodian,

In response to your request for clarification dated July 6, 2026, please find the requested structural parameters below to facilitate the immediate processing of this request:
1. Incident Location Context: The records sought are maintained by Rutgers University Police Department (RUPD) regarding an incident occurring on or about October 3, 2025. The specific context involves the Rutgers University Biomedical and Health Sciences (RBHS) Newark Campus environment.
2. Verification of Personal Identifiers: To protect private personal identifiers from permanent public exposure on this tracking platform, the Date of Birth for the subject in question is officially verified as (January 31, 1971). Please restrict this identifier from the public facing log where applicable.

As the location parameter has been clarified and the identity verification has been provided to match the historical 2025 file received by your office on June 26, 2026, the statutory response window under NJSA 47:1A-5is now unfrozen. Please proceed with the immediate production of the unredacted Computer-Aided Dispatch (CAD) logs, audio recordings, and associated Master Reports requested.

Yours sincerely,

Karen Moore

NOTICE OF STATUTORY DEFAULT AND DEMAND FOR IMMEDIATE DISCLOSURE

Dear Rutgers Open Public Records Center,
On June 26, 2026 this office submitted an official request for unredacted public safety CAD logs and incident reports. On July 7, 2026 your office issued a request for clarification regarding location parameters and personal identifiers, This office provided complete structural clarification and verified personal identifiers directly on this platform on July 7, 2026 successfully unfreezing the statutory clock.

The 7 business day response window mandated under NJSA-47:1A-5 has officially expired with no production of records, no formal written request for an extension, and no lawful notice of denial. An unlogged outbound-only missed telephone call from a centralized university trunk line does not constitute compliance, a formal extension request, or a legal response under the Open Public Records Act.

Rutgers University is now in formal statutory default. This non-compliance is actively disrupting a professional employment clearance process. Demand is hereby made for the immediate upload of the requested unredacted data packets.

Yours sincerely,

Karen Moore
