Dear LTown United, 

This comes in response to your OPRA and common law right of access
requests dated and received on August 10, 2021 for: 
" All records of OPRA requests received during June 2021 and any related
internal emails, discussions or  responses to these requests from June
2021 to present." 

 There are 154 OPRA Requests received in the month of June 2021 as shown
on the attached spreadsheet of the log of OPRA requests.  It will take
months given the number of OPRA’s received to provide the records you
request as they will need to be compiled and reviewed for any exemptions,
redacted and scanned to be able to email them to you. 

Please note OPRA allows public agencies to impose special service charges
whenever the nature, format, manner of collation, or volume of a
government record embodied in the form of printed matter to be inspected,
examined, or copied pursuant to this section is such that the record
cannot be reproduced by ordinary document copying equipment in ordinary
business size or when fulfilling a request requires an extraordinary
expenditure of time and effort. See N.J.S.A. 47:1A-5.c.  Special service
charges must be based upon the actual direct cost of providing the copy or
copies. 

OPRA mandates that the requestor shall have the opportunity to review and
object to the charge prior to it being incurred.  See N.J.S.A. 47:1A-5.c.
As such, a detailed estimate will be provided to you if you wish to have
all records regarding the 154 OPRA Requests received in June 2021.    

 Would you like to narrow down your request to a specific OPRA Request or
prioritize the requests to be provided to you?   You can identify the
requests you are interested in by the tracking # as that is a unique
number to each OPRA Request form or request by email received. 

Your request for "emails"  is too broad as you have not included the
following parameters for requests regarding emails.  
 In Elcavage v. West Milford Twp. (Passaic), GRC Complaint No.
2009-07 (April 2010).   The Government Records Council determined that to
be valid, such requests must contain: (1) the content and/or subject of
the email, (2) the specific date or range of dates during which the
email(s) were transmitted, and (3) the identity of the sender and/or the
recipient thereof. See Elcavage, GRC 2009-07.

 Also, it is unclear what record you are referring to when you seek
"discussions."  Are you seeking emails? Memos? it is unclear what record
if any you are requesting as verbal discussions are not documents. 

Please clarify your request to identify the subject, the specific date
ranges and the sender and/ or recipient thereof of the emails you seek 
and what you mean by discussions.
