OPRA Request for NJDOT Records Concerning Toll-Related Infrastructure and Camera Systems
OPRA REQUEST – NEW JERSEY DEPARTMENT OF TRANSPORTATION
Toll Infrastructure, Gantry Deployment, and Project Funding Records
Dear OPRA Custodian,
New Jersey Department of Transportation,
Please accept this electronic request for public records pursuant to the New Jersey Open Public Records Act (OPRA), N.J.S.A. 47:1A-1 et seq., and the common-law right of access.
Pursuant to N.J.S.A. 47:1A-6(f), this email constitutes a valid OPRA request.
This request is made:
• for public-interest and informational purposes only,
• not for any commercial use, and
• not to interfere with any pending legal proceeding.
STATEMENT OF PUBLIC INTEREST
NJDOT oversees transportation infrastructure affecting millions of New Jersey residents. The deployment of gantries, camera systems, and automated toll infrastructure has cost, privacy, and due-process implications warranting public transparency.
SCOPE OF REQUEST
All government records created or maintained from January 1, 2020 to present relating to:
• gantry installation or upgrades,
• camera-based toll infrastructure,
• coordination with NJTA,
• funding, planning, or approval of such projects.
RECORDS REQUESTED
I. INFRASTRUCTURE PROJECTS
1. Records identifying all gantry, camera, or plate-reader installations or upgrades on New Jersey toll roads, including:
• project names or numbers,
• locations,
• dates of installation,
• stated purpose (tolling, enforcement, analytics).
II. FUNDING & APPROVAL
1. Records reflecting:
• funding sources,
• capital approvals,
• federal or state grants,
• coordination with NJTA or other agencies.
III. CONTRACTS & PROCUREMENT
1. Contracts, subcontracts, or agreements administered or reviewed by NJDOT relating to:
• toll-related infrastructure,
• data or camera systems,
• integration with E-ZPass or toll-by-plate systems.
IV. INTER-AGENCY COMMUNICATIONS
1. Communications between NJDOT and:
• NJTA,
• Office of the Governor,
regarding toll infrastructure, gantry expansion, or automated enforcement systems.
NON-EXISTENCE CERTIFICATION
If requested records do not exist, please provide written confirmation stating:
• that no such records were created or maintained, and
• the reason for their absence.
FORMAT, FEES & RESPONSE
• Provide records electronically where available.
• Redact only information exempt under OPRA.
• Please advise in advance of any fees; I do not consent to fees exceeding $25 without approval.
• OPRA requires a response within seven (7) business days.
Please confirm receipt. If you are not the proper custodian, kindly forward this request and identify the correct custodian.

The New Jersey Department of Transportation (NJDOT) is in receipt of the

request in light of the law governing OPRA requests and the Department of
Transportation’s document retention policies.
If this request involves an extraordinary expenditure of time and effort,
