OPRA Request for existing records– BWC Audit Logs and Activation Records
Dear Stafford Township,
Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-5(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.
I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.
I WILL NOT use the requested government records for a commercial purpose.
I AM NOT seeking records in connection with a legal proceeding.
Records requested:
To the Records Custodian,
Pursuant to the New Jersey Open Public Records Act (OPRA), N.J.S.A. 47:1A-1 et seq., I respectfully request access to specific, existing government records maintained by the Stafford Township Police Department.
This request is limited to existing records only and does not seek the creation of new documents, analysis, or compilation.
This request pertains to Stafford Township Police Officers assigned to the “Power in the Pines Air Show” detail on May 17, 2025.
Please provide the following records:
1. All body-worn camera (BWC) audit logs, activation/deactivation logs, and system metadata for each officer assigned to this detail, including but not limited to:
Device assignment records
Activation and deactivation timestamps
Recording event logs
Any indicators of camera usage or non-usage during the assignment
2. Any existing reports or system-generated records reflecting BWC activation status for officers assigned to this detail.
3. Any supervisory review records, internal affairs records, compliance reviews, memoranda, or reports that reference, evaluate, or document BWC usage or non-usage by any officer assigned to this detail.
4. Any records that document, reference, or explain the failure to activate or utilize a BWC by any officer assigned to this detail, including but not limited to incident reports, supervisor notes, or policy exception documentation.
5. Any policies, directives, or guidelines in effect on May 17, 2025 governing BWC activation requirements for special assignments or events.
If any of the requested records do not exist, please provide a certification of non-existence for each specific category of records requested.
If any portion of this request is denied, please provide the specific legal basis for the denial, including the statutory citation, and release any reasonably segregable portions of responsive records.
If fulfilling this request will require a special service charge, please advise me of the estimated cost in advance prior to processing.
