OPRA Request for Cannabis Revenue
Dear Office of the Clerk,
Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-6(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.
I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.
I WILL NOT use the requested government records for a commercial purpose.
I AM NOT seeking records in connection with a legal proceeding.
Records requested:
Following cannabis-related data for the years 2021 to 2024:
- local cannabis transfer tax,
- cannabis user tax,
- social responsibility revenue, and
- any additional sources of local revenue, such as cannabis application fees.
My preferred delivery method for response(s) to this request is by E-mail as attachments. Please confirm you have received this request. If you are not the custodian of records, please forward my request to that person and provide their email address to me for future reference.

Highlands Borough Public Records
Record request #25-169 has been closed. The closure reason
supplied was:
Please be advised that your request fails to specify any
government records. The request is denied as a request for
“information” as opposed to identifiable government
records is invalid under OPRA. See, e.g., James v. NJ
Dep’t of Corrections, GRC Complaint No. 2009-283 (June
2010).
However, please note that no cannabis business has been
operating in Highlands 2021-2024.
The NJ Open Public Records Act is a means to obtain
documents or records, in other media formats, as defined
under the law NJSA 47:1a-1 et seq. Your recent request is
either a question or not specifically asking for a
government record. Therefore your request is invalid and
closed. If you wish to refile you may do so but please
make sure you request a specific record.
