OPRA Request For Bodycam Footage & Incident Reports
Hello,
Under penalty of NJSA 2C-28-3.1 I certify that I, Keith Moreno of Houston, Texas, have not been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.
Under the New Jersey Open Public Records Act, N.J.S.A. 47:1A-1 et seq., I am requesting an opportunity to obtain all body-cam footage, dash-cam footage from police vehicles, and any incident reports pertaining to Incident #FP2025-000934 on 1/23/2025 involving Detective Eric Moschberger UOF25-1-4 and a 49-year-old African American female suspect.
If multiple officers with active BWC responded to this incident, I would appreciate footage POVs of a primary and secondary arresting officer. I apologize for not being able to provide you with the arrestee's name, or the time and location of the incident. I hope the information provided will nonetheless be enough to retrieve these records.
These records are not being sought for commercial purposes or legal purposes. I'm extremely grateful for all of your assistance in this matter. reports pertaining to incident #FP2025-000934.
The responsive records consist of the following:

Please note that lawful redactions were made where indicated to remove
confidential and personal identifying information including personal home
address, date of birth, driver’s license number, and other unique personal
identifiers and information where it has been determined that there is a
reasonable expectation of privacy sufficient to preclude release of said
information. These redactions were made pursuant to N.J.S.A. 47:1A-1.1
(personally identifying information); N.J.S.A. 47:1A-1 (“…a public agency
has a responsibility and an obligation to safeguard from public access a
citizen's personal information with which it has been entrusted when
disclosure thereof would violate the citizen's reasonable expectation of
privacy…”); Burnett v. County of Bergen, 198 N.J. 408 (2009)(citizens have
a reasonable expectation of privacy in their personal information); and
Executive Order 21 (McGreevey, 2002) (obligation to safeguard from public
access a citizen’s personal information).
