OPRA Request For Bodycam Footage & Incident Reports

Under penalty of NJSA 2C-28-3.1 I certify that I, Keith Moreno of Houston, Texas, have not been convicted of any indictable offense under the laws of New Jersey, any other state or the United States.
Under the New Jersey Open Public Records Act, N.J.S.A. 47:1A-1 et seq., I am requesting an opportunity to obtain all body-cam footage, dash-cam footage from police vehicles, and any incident reports pertaining to Incident #25-00066 on 1/4/2025 involving officer William Major UOF25-1-1 and a 40-year-old white male suspect
If multiple officers with active BWC responded to this incident, I would appreciate footage POVs of a primary and secondary arresting officer. I apologize for not being able to provide you with the arrestee's name, or time and location of incident, I hope the information provided will nonetheless be enough to retrieve these records.
These records are not being sought for commercial purposes, or legal purposes. I'm extremely grateful for all of your assistance in this matter. In response to your request for BWC footage:
As per the Police Department, they have eight separate BWC videos since
there were three officers responding to the call, then a follow up, and
then a transport. If you would like to narrow it down to just Officer
Major or another officer that is fine, however please be advised the fees
mentioned below are required per video.
BWC Footage will require redactions. The Borough Police Department
utilizes an outside vendor for this service. Please see the below steps
to this process to include the costs involved.
1. The vendor charges a non-refundable quote fee of $50.00 per video to
obtain a quote for redaction.
2. If the requestor is proceeding with obtaining the quote, the Borough
must be in receipt of this payment from the requestor for this $50.00 fee
per video before moving forward with this request altogether.
If quotes are obtained, paid for & the requestor is proceeding the request
for the BWC footage:
1. Be advised this will require a 30 day extension.
2. The cost varies for the video footage depending on the length of each
video and how much work is required. Previous experiences with BWC video
requires several hours of work on the vendor's part and the cost would
most likely run between $500 - $750 or more per video.
3. The Borough would need to be in receipt of payment in full from the
requestor prior to the release of all redacted footage once it is received
by the vendor and ready to be sent to the requestor.
