dash-cam footage from police vehicles, and any incident reports
pertaining to Incident 25-000372 on 1/1/2025 involving officer Kirolos
Niseem UOF25-1-3 and a 30-year-old african american male suspect If
multiple officers with active BWC responded to this incident, I would
appreciate footage POVs of a primary and secondary arresting officer.
I apologize for not being able to provide you with the arrestee's
name, or time and location of incident, I hope the information
provided will nonetheless be enough to retrieve these records. These
records are not being sought for commercial purposes, or legal
purposes. I'm extremely grateful for all of your assistance in this

With regards to your request for "any incident reports pertaining to
Incident 25-000372", the City has reviewed your request and has determined
that the records requested are criminal investigatory records that are
exempt from disclosure. N.J.S.A. 47:1A-1.1 specifically states that "a
government record shall not include the following information which is
deemed to be confidential for the purposes of P.L.1963, c.73 (C.47:1A-1 et
seq.) as amended and supplemented: [...] criminal investigatory records."
N.J.S.A. 47:1A-1.1 defines a criminal investigatory record as "a record
which is not required by law to be made, maintained or kept on file that
is held by a law enforcement agency which pertains to any criminal
investigation or related civil enforcement proceeding.” 

With regards to your request for "dash-cam footage from police vehicles",
please be advised the JCPD has no dash cam on their vehicles. Therefore,
no such records exist.

Lastly, with regards to your request for "body-cam footage", please be
advised that BWC footage is being reviewed by the Hudson County Prosecutor
since this matter is still under criminal investigation. Therefore, we
need to await instructions from the Hudson County Prosecutor's office as
when and if such footage can be released.  We will so advise you under a
separate communication.
