OPRA Request – Flock Camera System Records
To the Custodian of Records:
Pursuant to the New Jersey Open Public Records Act (OPRA), N.J.S.A. 47:1A-1 et seq., I am requesting access to the following records:
1. All records, contracts, agreements, invoices, communications, or other documents related to the deployment, installation, use, or maintenance of the Flock camera system (commonly referred to as Flock Safety or Flock cameras) within Mount Laurel Township. This includes but is not limited to:
Purchase orders
Contracts or service agreements
Memoranda of understanding
Funding sources or approvals
Policy documents or standard operating procedures
Usage data or logs
Reports or evaluations regarding the system’s performance
2. All emails or electronic communications containing the word “flock” (regardless of capitalization or context) sent or received by any and all public employees or officials of Mount Laurel Township from January 1, 2022, to the present. Include sender, recipient, date, subject, and full content of each email.
Lastly, please provide the responsive records in electronic format via email if available. If any part of this request is unclear or requires clarification, I am open to discussion on how to expedite the process. I feel compelled to note that this request follows a recent failure by your office to fully respond to my prior OPRA request regarding stormwater management. I respectfully urge you to ensure that this request is addressed in full, with all responsive records provided, as required by law.
Thank you for your attention to this matter.
Sincerely,
Brian Schroeder
Dear Meredith Riculfy,
Are Flock Cameras currently being used in the Township? Also, are you denying my request for the "flock" keyword search?
Yours sincerely,
Brian Schroeder
We will have IT search for flock however I want you to know Mount Laurel does not habe contracts with flock.

Dear Meredith Riculfy,
Okay, but, the thing is... you still failed to fulfill my request. I very clearly requested that information. Its quite obvious you didn't even make an attempt. Perhaps this will give employees the weekend to shred and delete? This is an awfully strange and unprofessional way to handle an OPRA request, Meredith.
Yours sincerely,
Brian Schroeder
Please see attached.
Thank you,
