This is a request for public records made under OPRA and the common law right of access. I am not required to fill out an official form. Please acknowledge receipt of this message.
Records requested:

1) We would like a list of all properties with tax liens on them.
2) we would like a list of all municipal held liens
3) we would like a list of all tax lien investors
4) we would like a list of all delinquent properties
5) and also we would like to know if the city assigns there municipal held liens.

If you can provide these in excel spread sheet that would help as well

and please make sure these are all separate list

The Township of Bloomfield received your Open Public Records Act (OPRA)
Request on April 8, 2022.  As such, the seven (7) business day deadline to
respond to your request is April 20, 2022.  This response to your request
is being provided to you on the 6^th business day after the Township’s
receipt of said request.

 

Your OPRA request sought the following:

“1) We would like a list of all properties with tax liens on them.

2) we would like a list of all municipal held liens

3) we would like a list of all tax lien investors

4) we would like a list of all delinquent properties

5) and also we would like to know if the city assigns there municipal held
liens.”

 

 

The following records are being provided in their entirety and are the
ONLY documents in the Township’s possession responsive to your request:

 

1.       From the Township’s Tax Collector: Lien Account Status and
Delinquent Properties (2 excel sheets)

2.       From the Township’s Tax Collector: There are no other documents
responsive to your requests

 

 

These records are being transmitted to you via email, as per your request.

 

** Personal Information has been redacted in accordance with the OPRA
statute N.J.S.A. 47:1A-1 et seq.

* Pursuant to provisions set forth by P.L. 2020, c. 125  known as
“Daniel’s Law”, names have been redacted. The law prohibits the release of
the portion of any document which discloses the home address, whether a
primary or secondary residence of any active, formerly active, or retired
judicial officer or prosecutor. According to the law, “judicial officer”
is defined as any active, formerly active, or retired federal, state,
county or municipal judge. We cannot definitively say whether a Judicial
Officer’s name is included in the documents requested so we therefore
cannot disclose the names.

 

 

If your request for access to a government record has been denied or
unfulfilled within the seven (7) business days required by law, you have a
right to challenge the decision by the Township of Bloomfield to deny
access.  At your option, you may either institute a proceeding in the
Superior Court of New Jersey, or file a complaint with the Government
Records Council (GRC) by completing the Denial of Access Complaint Form. 
You may contact the GRC by toll-free telephone at 866-850-0511, by mail at
P.O. Box 819, Trenton, New Jersey, 08625, by e-mail at
[1][email address], or at their website at [2]www.state.nj.us/grc. 
The GRC can also answer other questions about the law.  All questions
regarding complaints filed in the Superior Court should be directed to the
Court Clerk in your County.
