OPRA Request – Employee Compensation, Employment Status and Funding Records (2024–2026)

Dear Englishtown Borough,

Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-5(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.

I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.

I WILL NOT use the requested government records for a commercial purpose.

I AM NOT seeking records in connection with a legal proceeding.

Records requested:
For each of the calendar years 2024, 2025, and 2026, please provide existing payroll, personnel, salary, budget, and/or financial records identifying all individuals employed by the Borough of Englishtown during any portion of the respective year, including both full-time and part-time employees and employees who were hired, separated, resigned, retired, or otherwise ceased employment during the year.

To the extent reflected in existing Borough records, please provide the following information separately for 2024, 2025, and 2026:

Employee name;
Position or job title;
Department;
Full-time or part-time employment status;
Annual salary, hourly rate, stipend, or other established rate of compensation;
Gross wages or compensation paid during the applicable calendar year, where maintained in an existing payroll record;
Date of hire or appointment, where applicable;
Date of resignation, retirement, termination, or other separation from employment, where applicable;
Fund, department, budget account, salary-and-wage line item, or other budgetary appropriation from which the employee's compensation was paid or allocated; and
Any existing payroll register, employee roster, salary schedule, budget report, or similar record containing the above information.

Please provide the records separately for calendar years 2024, 2025, and 2026, rather than combining the three years, where the Borough maintains the records in that manner.

Electronic copies are requested where available, with Excel, CSV, or other searchable electronic format preferred for payroll or tabular records if maintained by the Borough in that format.

This request does not seek Social Security numbers, personal banking information, home addresses, medical information, or other confidential personal identifiers.

If any responsive record contains information that the Borough contends is exempt from disclosure, please provide all reasonably segregable non-exempt portions of the record and identify the specific legal basis for each redaction or withholding.
