Dear New Jersey State Police,

Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-6(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.

I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.

I WILL NOT use the requested government records for a commercial purpose.

I AM NOT seeking records in connection with a legal proceeding.

Under the New Jersey Open Public Records Act (OPRA, N.J.S.A. 47:1A-1 et seq.) and any other applicable New Jersey law governing access to body-worn camera recordings, I request body-worn camera (BWC) recordings only related to the New Jersey State Police response and arrest following the reported stabbing on Rachel Lane, Green Township (Sussex County), NJ on October 14, 2023.

Public reporting states NJSP troopers responded at approximately 8:56 a.m. to Rachel Lane for a reported stabbing and that Karen Novato-Selimi (59) was found with stab wounds, and Louis Selimi (25) was arrested.

Please produce up to three clear, non-duplicative BWC recordings (or the relevant clips/segments) showing:

Troopers’ initial arrival and approach at/near the Rachel Lane location (exterior/perimeter);

First contact with Louis Selimi and/or the custody/arrest event (identification, verbal commands, detention/custody, any on-scene statements captured on BWC);

Escort/removal of Selimi from the scene to a law-enforcement vehicle and departure (if captured).

Strict limits / exclusions (to keep this narrow and non-graphic)

This request is strictly limited to the single on-scene response and arrest/custody event on October 14, 2023. I am not seeking:

Any graphic imagery or close-up depictions of injuries/medical treatment;

Extended interior walkthroughs or evidence documentation;

Any later interviews/interrogations at a station, prosecutor facilities, jail, or court;

Any unrelated calls for service.

If a BWC file contains both responsive and non-responsive material, please produce only the responsive, non-graphic segments and redact only what is required by law, releasing all reasonably segregable portions.

Date/time window (clip-based)

October 14, 2023 — approximately 8:45 a.m. to 11:30 a.m. (or the precise CAD/dispatch window for the call and arrest). Reporting places the dispatch at 8:56 a.m.

Format / delivery

Format: Original/native electronic video (or native exported clips) via download link/portal with available metadata/timecodes.

Redactions: Only those required by law; release all reasonably segregable portions.

Fees / special service charge

This is a narrow, non-commercial, public-interest request for a small number of specific BWC clips via electronic delivery, so no special service charge should apply under N.J.S.A. 47:1A-5(c). If you believe any fee is necessary, please provide a written estimate and do not proceed without my written approval.

If responsive BWC does not exist (or was not activated), please confirm that in writing.

My preferred delivery method for response(s) to this request is by E-mail as attachments. Please confirm you have received this request. If you are not the custodian of records, please forward my request to that person and provide their email address to me for future reference.
