Under the New Jersey Open Public Records Act (OPRA, N.J.S.A. 47:1A-1 et seq.), I request body-worn camera (BWC) recordings only related to the Evesham Township Police Department’s response and subsequent custody of Donovan G. Hollingsworth in connection with the February 5, 2022 incident at the Olympus Apartments (Baker Boulevard, Evesham Township) and his later custody at the emergency room of Virtua Voorhees Hospital.

Please produce up to five clear, non-duplicative BWC recordings (or the relevant clips/segments from those recordings) showing:

Officers’ initial arrival and approach at the Olympus Apartments / Baker Boulevard location;

First contact with any involved persons at the scene that relates to locating/identifying a suspect and securing the scene (excluding interior crime-scene footage as described below);

Any on-scene officer-to-officer communications necessary to understand the immediate response and transition to suspect identification/custody (limited to what is captured on BWC);

Taking Donovan G. Hollingsworth into custody at/near the Virtua Voorhees Hospital emergency room (approach, detention/arrest, any statements captured on BWC);

Escort and removal of Hollingsworth from the custody location to a law-enforcement vehicle (if captured on BWC).

Strict limits / exclusions (to keep this narrow)

This request is strictly limited to Evesham Township PD BWC that documents the initial response and the custody/arrest of Hollingsworth described above. I am not seeking:

Graphic images of the deceased or any close-up crime-scene documentation;

Interior footage from inside the victim’s apartment/residence (beyond what is unavoidable in the first moments of officers assessing the call);

Any later interviews/interrogations at police headquarters, prosecutor facilities, or jail;

Any unrelated calls for service or incidents.

If a recording contains both responsive and non-responsive material, please produce only the responsive segments and redact only what is required by law, releasing all reasonably segregable portions.

February 5, 2022 — morning response at Olympus Apartments (time reported as shortly after 9:00 a.m.) and later custody at the hospital (reported around midday/noon). If needed, please use CAD/event logs to identify the precise time window and provide only the relevant BWC segments.

Format / delivery

Format: Original/native electronic video files (or native exported clips) via download link/portal with any available metadata/timecodes.

Redactions: Only those required by law; please release all reasonably segregable portions.

Fees / special service charge

This is a narrow, non-commercial, public-interest request for a small number of specific BWC files/clips via electronic delivery. It should not require an “extraordinary expenditure of time and effort” under N.J.S.A. 47:1A-5(c), so no special service charge should apply. Please confirm electronic production at no cost, and if you believe a special service charge is necessary, do not proceed without my written approval—instead provide a written estimate explaining the basis.

If any portion is denied or withheld, please provide the specific legal basis for each withholding/redaction and identify the withheld record(s) by date/time range and officer/camera identifier where available.

Please confirm receipt and advise if any additional detail is needed to locate these records.
