Under the New Jersey Open Public Records Act (OPRA), N.J.S.A. 47:1A-1 et seq., I request body-worn camera (BWC), dispatch/911, and related recordings limited to the Trenton, New Jersey standoff and eventual custody/arrest of Andre Gordon Jr. on March 16, 2024, following the multi-state manhunt reported in connection with killings in Falls Township, Pennsylvania.

Incident (Trenton-only scope)

Location (as reported): residence on/near the 100 block of Phillips Avenue, Trenton, with surrender/custody occurring later that afternoon (reported shortly before ~5:30 p.m.)

Event type: barricade/standoff and eventual custody in Trenton

Records requested (please produce up to 8 clear, non-duplicative items)

A) BWC / in-car video

BWC recordings from Trenton Police personnel involved in establishing the perimeter, negotiations, entry/extraction (if any), and the moment of surrender/custody/arrest, for the Trenton incident only.

In-car/dash camera video from Trenton Police vehicles that captured the perimeter, tactical movements, or transport from the immediate scene (Trenton incident only).

B) Audio / communications
5) 911 call audio received by Trenton/PSAP that relates specifically to the Trenton barricade/standoff, evacuations, threats, sightings, or custody event.

Strict limits / exclusions (to keep this narrow)

This request is strictly limited to the Trenton, NJ standoff and custody event involving Andre Gordon Jr. on March 16, 2024. I am not seeking:

Any recordings from the Falls Township, PA homicide scenes or investigation files held by Pennsylvania agencies;

Any victim medical details, autopsy materials, or identifying personal information beyond what is necessary to understand the Trenton response;

Any investigative/forensic review of phones, computers, or other devices;

Any unrelated calls for service or incidents.

Date/time window (reasonable approximation)

March 16, 2024, approximately 11:00 a.m. to 6:30 p.m. (to encompass the reported barricade/standoff and the reported late-afternoon surrender/custody). If this window is too broad, please use CAD logs to identify the exact incident time range and produce only the Trenton standoff/custody segments.

Format / delivery

Format: Original/native electronic files via download link/portal (with any available metadata/timecodes).

Redactions: Only those required by law; please release all reasonably segregable portions.

Fees / special service charge

This is a narrow, non-commercial, public-interest request for a limited number of specific recordings via electronic delivery. It should not require an “extraordinary expenditure of time and effort” under N.J.S.A. 47:1A-5(c), so no special service charge should apply. If you believe any fee or special service charge is necessary, please provide a written estimate and do not proceed without my written approval.

If any portion is denied or withheld, please provide the specific legal basis for each withholding/redaction and identify the withheld record(s) by type (BWC/911/radio/CCTV), date/time range, and unit/camera identifier where available.
