Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-5(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.

I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.

I WILL NOT use the requested government records for a commercial purpose.

I AM NOT seeking records in connection with a legal proceeding.

Records requested:
Subject: OPRA Request — Body-Worn Camera Footage — Drug Arrest of Steven Chevrier — Milltown, NJ — November 2025
Dear Records Custodian,
Under the New Jersey Open Public Records Act (N.J.S.A. 47:1A-1 et seq.), I request body-worn camera (BWC) recordings related to the investigation and arrest of Steven Chevrier, 39, of Milltown, NJ, in November 2025, following an investigation by the Middlesex County Narcotics Task Force that led to the recovery of nearly 900 grams of marijuana, more than 300 grams of psilocybin mushrooms, 149 THC oil cartridges, drug-making equipment, and packaging materials at his residence in Milltown, NJ. Chevrier was charged with maintaining a drug production facility, possession with intent to distribute controlled substances, money laundering, and distribution near school and public property.
Please provide a small number (max 5) of clear, non-duplicative BWC angles depicting:

Arrival & first contact at Chevrier's residence in Milltown, NJ;
Execution of the search warrant and initial entry into the residence;
On-scene seizure and documentation of narcotics, drug-making equipment, and packaging materials;
Confrontation, detention, and arrest of Steven Chevrier;
Escort and departure from the premises following the arrest.

To assist in locating these records, I provide the following specific identifying information:

Suspect: Steven Chevrier, 39, of Milltown, NJ
Date: November 2025 (exact date unknown — please use CAD/dispatch to identify)
Location: Chevrier's residence in Milltown, NJ
Charges: Maintaining a drug production facility, possession with intent to distribute, money laundering, distribution near school and public property
Lead Agency: Middlesex County Narcotics Task Force, under Middlesex County Prosecutor Yolanda Ciccone
Evidence Seized: ~900g marijuana, ~300g psilocybin mushrooms, 149 THC oil cartridges, pill press, scales, mushroom-growing kits, THC edibles, packaging materials

Please use CAD/dispatch records to identify all calls and officer deployments related to the arrest of Steven Chevrier in November 2025, and cross-reference to identify all BWC footage associated with this incident.
This request is limited to the single on-scene arrest and search of Chevrier's residence in Milltown, NJ in November 2025. I do not seek any BWC from subsequent proceedings or unrelated incidents.
Delivery & format: Electronic delivery (download link/portal) of original/native files when available (with embedded timecodes/metadata).
Redactions: Apply only those required by law and release all reasonably segregable portions. If any portion of a recording is exempt, please redact only that portion and release the remainder. Please do not withhold an entire recording solely because a portion may require redaction. If any segments require no redaction, please release them promptly.
If no BWC footage exists, please provide a written certification stating that no responsive body-worn camera recordings exist for this incident, along with the name and title of the certifying official, pursuant to N.J.S.A. 47:1A-5(g).
Fees / special service charge: This is a non-commercial, public-interest journalism request tailored to a few specific, non-duplicative angles and electronic delivery. Given the narrow scope and routine format, this request does not require an "extraordinary expenditure of time and effort" under N.J.S.A. 47:1A-5(c); no special service charge should apply. Please confirm that electronic production will be provided at no charge. If you nonetheless contend a special service charge applies, do not proceed without first notifying me in writing of the estimated charge before proceeding.
Response Deadline: Under N.J.S.A. 47:1A-5(i), you are required to respond to this request within seven (7) business days of receipt. If you require additional time, please notify me in writing within the seven-day period with the reason for the delay and the anticipated response date.
Please confirm receipt of this request and advise if any additional locating detail would help identify the relevant footage.
Sincerely,
Bill Johnson
