OPRA Request – Arrests of Stephanie Ellis and Jade Brown on October 8, 2024 (Shoplifting – Walmart)
Dear Lacey Township,
Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-6(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.
I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.
I WILL NOT use the requested government records for a commercial purpose.
I AM NOT seeking records in connection with a legal proceeding.
Records requested:
Pursuant to the New Jersey Open Public Records Act (OPRA), I respectfully request access to the following government records:
All body-worn camera footage, dash camera footage, and rear seat camera footage (if applicable) related to the arrests of Stephanie Ellis (35 years old, of Beachwood, NJ) and Jade Brown (30 years old, of Brick, NJ) on October 8, 2024, at approximately 16:50 hours.
The incident occurred at Walmart in Secaucus, NJ, where the individuals were detained by Asset Protection associates for concealing $673.70 worth of items and attempting to leave the store without paying for them.
Officers, including Officer Labbate, responded to the scene, made contact with the offenders, and arrested them for shoplifting.
Both subjects were transported to police headquarters, processed, and released on summonses.
Please include footage from shortly before, during, and after officers' arrival at Walmart; all interactions with Ms. Ellis and Ms. Brown; the arrest process; and any transport to police headquarters. If multiple officers or recording devices were present, please provide footage from each.
If any footage will be withheld or redacted, please notify me in advance, provide a specific explanation for each withholding, and cite the legal basis. Given the public interest in transparency regarding retail theft enforcement and accountability, full disclosure is essential.
I respectfully request that any associated fees be waived, as this request is made in the public interest for purposes of transparency and news reporting. If fees are necessary, please inform me first before fulfilling the request.

Body Worn Camera footage (BWC). Please be advised that
this will incur a minimum fee of $3.00 plus postage for
the USB/Flash Drive. There could potentially be an
additional fee for a special service charge.
Please confirm the $3.00 deposit and forward the same
to us immediately. By confirming the deposit you accept
that the Township will not perform any work related to
this request until payment is received and upon receipt
the record will be produced in your requested format
within seven (7) business days.
If a special service charge is incurred you will have
the opportunity to accept or deny those fees at a later
date.
If we do not receive a response within 7 business days
of this message we will not complete BWC portion of
this request.
