OPRA Request – Arrest of Jodilynne Lamberti on March 22, 2024 (Shoplifting, Warrants – Walmart, Forked River)
Dear Lacey Township,
Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-6(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.
I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.
I WILL NOT use the requested government records for a commercial purpose.
I AM NOT seeking records in connection with a legal proceeding.
Records requested:
Pursuant to the New Jersey Open Public Records Act (OPRA), I respectfully request access to the following government records:
All body-worn camera footage, dash camera footage, and rear seat camera footage (if applicable) related to the arrest of Jodilynne Lamberti (38 years old, of Forked River, NJ) on March 22, 2024, at approximately 19:52 hours.
The incident occurred at Walmart in Forked River, NJ, where Ms. Lamberti was arrested for Shoplifting after failing to scan approximately $120.00 worth of merchandise.
Additionally, Ms. Lamberti was found to have three warrants for her arrest: Atlantic County ($1,000.00), Atlantic County ($1,500.00), and Beachwood ($500.00).
She was transported to police headquarters, processed, and subsequently lodged in Ocean County Jail.
Please include footage from shortly before, during, and after officers' arrival at Walmart; all interactions with Ms. Lamberti; the arrest process; and any transport to police headquarters or Ocean County Jail. If multiple officers or recording devices were present, please provide footage from each.
If any footage will be withheld or redacted, please notify me in advance, provide a specific explanation for each withholding, and cite the legal basis. Given the public interest in transparency regarding retail theft and law enforcement interactions, full disclosure is essential.
I respectfully request that any associated fees be waived, as this request is made in the public interest for purposes of transparency and news reporting. If fees are necessary, please inform me first before fulfilling the request.

Body Worn Camera footage (BWC). Please be advised that
this will incur a minimum fee of $3.00 plus postage for
the USB/Flash Drive. There could potentially be an
additional fee for a special service charge.
Please confirm the $3.00 deposit and forward the same
to us immediately. By confirming the deposit you accept
that the Township will not perform any work related to
this request until payment is received and upon receipt
the record will be produced in your requested format
within seven (7) business days.
If a special service charge is incurred you will have
the opportunity to accept or deny those fees at a later
date.
If we do not receive a response within 7 business days
of this message we will not complete BWC portion of
this request.

attached Notice of Special Service Charge. As noted in
the document kindly respond in writing with your
acceptance or rejection of this estimated charge. We
will not begin to process this request until we receive
your written acceptance and 50% of the required fee.
If we do not receive your written acceptance and 50% of
the required fee within 7 business days of this message
we will not complete this portion of this request.
Payment can be made via cash or check. A check can be
made out to Lacey Township. You can bring your payment
to the Clerk's Office or mail it to the address below.
An additional fee of $3 (for the cost of a CD or
