OPRA Request – Arrest of Heather Galante (Fraudulent Insurance Card) on December 16, 2024 at Walmart, 580 North Main Street
Dear Lacey Township,
Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-6(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.
I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.
I WILL NOT use the requested government records for a commercial purpose.
I AM NOT seeking records in connection with a legal proceeding.
Records requested:
Pursuant to the New Jersey Open Public Records Act (OPRA), I respectfully request the following records:
All body-worn camera footage, dash camera footage, and rear seat camera footage (if applicable) related to the arrest of Heather Galante (30 years old, of Beachwood) on December 16, 2024, at approximately 19:09 hours.
The arrest arose from an investigation conducted by Officer Biel regarding the use of a fraudulent insurance card.
The incident occurred at Walmart, 580 North Main Street, and subsequently at police headquarters where Ms. Galante was arrested.
Please include footage from shortly before, during, and after officers’ arrival, all investigative interactions, the arrest, any struggle (if applicable), and any transport (if applicable).
If multiple officers or recording devices were present, please provide footage from each.
If any footage will be withheld or redacted, please notify me in advance, provide a specific explanation for each withholding, and cite the legal basis. Given the strong public interest in accountability and public trust relating to the use of fraudulent documents, full disclosure is essential.
I request that all associated fees be waived, as this request is made in the public interest for purposes of transparency and news reporting. If any fees are necessary, please notify me first before proceeding.
I prefer the responsive records to be delivered electronically via email.

Body Worn Camera footage (BWC). Please be advised that
this will incur a minimum fee of $3.00 plus postage for
the USB/Flash Drive. There could potentially be an
additional fee for a special service charge.
Please confirm the $3.00 deposit and forward the same
to us immediately. By confirming the deposit you accept
that the Township will not perform any work related to
this request until payment is received and upon receipt
the record will be produced in your requested format
within seven (7) business days.
If a special service charge is incurred you will have
the opportunity to accept or deny those fees at a later
date.
If we do not receive a response within 7 business days
of this message we will not complete BWC portion of
this request.
