OPRA Request and Common Law Right of Access Request – Middlesex County Auxiliary Police Academy Records

Dear Records Custodian:

Pursuant to the Open Public Records Act (“OPRA”), N.J.S.A. 47:1A-1 et seq., and separately pursuant to the Common Law Right of Access, I request access to and copies of the following government records concerning the Middlesex County Auxiliary Police Academy and any classes conducted during calendar year 2025:

1. All academy schedules, training calendars, class calendars, drill schedules, lesson schedules, or similar records for each Middlesex County Auxiliary Police Academy class conducted during 2025.
2. Any recruit guidebook, recruit manual, student handbook, academy handbook, academy rules and regulations, standard operating procedures, directives, policies, general orders, disciplinary policies, attendance requirements, grooming standards, uniform requirements, or similar documents provided to recruits.
3. Any application packets, enrollment packets, registration packets, information packets, recruit orientation packets, agency nomination forms, agency registration forms, agency enrollment materials, recruit information sheets, or similar materials distributed to prospective recruits or sending agencies.
4. Records reflecting seat allocations, seat assignments, available seats, participating municipalities, municipal quotas, agency allocations, class rosters showing sending agencies (with personal identifying information redacted as appropriate), or other records identifying how academy seats were allocated among participating agencies.
5. Any academy curriculum outlines, course descriptions, training objectives, lesson plans, course catalogs, training matrices, or similar records identifying subjects taught during the Auxiliary Police Academy.
6. Any memoranda, notices, announcements, bulletins, emails, flyers, recruitment materials, or informational documents distributed to municipalities concerning Auxiliary Police Academy enrollment during 2025.

If any portion of this request is denied, please provide a written response identifying the specific legal basis for each denial and produce all reasonably segregable non-exempt portions of responsive records.

Common Law Right of Access

Separately, under the Common Law Right of Access, I request the above records because they concern the organization, administration, operation, curriculum, scheduling, and public expenditure of a government-operated law enforcement training program. Disclosure will promote transparency regarding the administration of a publicly operated auxiliary police training academy, the allocation of public training resources, and the standards governing auxiliary police personnel. The requested records are sought for research, educational, and governmental accountability purposes.

I certify that:

1. I have not been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.
2. I am not seeking access to government records for a commercial purpose.
3. I will not use any disclosed records in furtherance of any unlawful purpose.
