The Township of Bloomfield received your Open Public Records Act (OPRA)
Request on February 19, 2020.  As such, the seven (7) business day
deadline to respond to your request is  February 27, 2020.  This response
to your request is being provided to you on the 1^st  business day after
the Township’s receipt of said request.

Your OPRA request sought access to the following:

“Please pass this on to the person who conducts Open Public Records Act
reviews. I am writing to request an internal review of Bloomfield
Township's handling of my OPRA request 'Opra Request'. This is a request
for public records made under OPRA and the common law right of access. I
am not required to fill out an official form. Please acknowledge receipt
of this message. Records requested: I am requesting to receive a list of
all residential properties that have had Code Enforcement violations
issued to the property between the dates of 6/1/19 and 2/14/20.”

In response to the second portion of your request, “I am requesting to
receive a list of all residential properties that have had Code
Enforcement violations issued to the property between the dates of 6/1/19
and 2/14/20.” the Township is requesting clarification.  Currently, your
request is overly broad and fails to identify with reasonable clarity the
specific government records sought, as is required by Bent v. Stafford
Police Department, 381 N.J. Super. 30, 37 (App. Div. 2005). 

Please respond in writing and identify with specificity which code
enforcement violations you are looking for and which properties. Failure
to provide written clarification of your request will result in the
closure of this OPRA request.

If your request for access to a government record has been denied or
unfulfilled within the seven (7) business days required by law, you have a
right to challenge the decision by the Township of Bloomfield to deny
access.  At your option, you may either institute a proceeding in the
Superior Court of New Jersey, or file a complaint with the Government
Records Council (GRC) by completing the Denial of Access Complaint Form.

responsive to your request

2.       For the second part re: list of code enforcement violations: The
Township has no documents to fulfill your request.  The Township doesn’t
keep a list of properties with Code Enforcement Violations.
