OPRA Request
Dear Livingston Township,
This is a request for public records made under OPRA and the common law right of access. I am not required to fill out an official form. Please acknowledge receipt of this message.
Records requested:
1. A list of properties that, as of today, have delinquent property taxes and open property liens. If the property owner currently has an unpaid tax balance or has an open lien on the property, please add them to the list. This list needs to include amounts of balances owed.
2. A list of properties that have received any code violations since the beginning of the year. Please provide the type of violation.
3. A list of all properties that are currently vacant or abandoned. If the property used to be vacant and no longer is, please do not include.
4. A list of all residential properties that have gone into probate since the beginning of the year.
Please put all lists in separate Excel files. PDF is okay too. If up-to-date data is not available, please provide the most recently available information.

The Township of Livingston’s Municipal Clerk's Department has reopened to the public and will respond to your email as soon as possible. However, if submitting an OPRA request or inquiring about a previously submitted OPRA request, please realize that pursuant to P.L. 2020 Ch 10, OPRA deadlines are inapplicable during a State of Emergency and that record custodians ”must make a reasonable effort, as the circumstances permit to respond to a request for a government record within 7 business days or as soon as possible."

The Tax Department has advised that there is currently no list of
delinquent payments. If they are delinquent in paying then they are on
tax sale
You may wish to review information regarding the 2020 Accelerated

the Township of Livingston will hold its annual online
accelerated tax lien sale on Tuesday, December 29, 2020 at 8:30 AM. The
website [2]https://livingston.newjerseytaxsale.com/ has a listing and
registration of properties on the tax sale.
The Tax Department has also provided the attached 2 lists of Liens: the
"Township Open Tax Title Lien Summary" are liens that were not sold at
previous tax sales, the "Tax Lien Properties" report is a list of liens
sold to outside lien holders at previous tax sales. As these documents are
being emailed to you there is no cost for duplication pursuant to the Open
Public Recods Act.
The Township does not make, maintain or keep on file a list of properties
that have received any code violations. Therefore there are no documents
responsive to your second item.
The Township does not make, maintain or keep on file a list of properties
that are currently vacant or abandoned. Therefore there are no documents
responsive to your third item.
The Township does not make, maintain or keep on file a list of
properties that have gone into probate. Therefore there are no documents
responsive to your fourth item.
Thank you for your patience in awaiting this reply. Pursuant to [3]P.L.
2020, c. 10 which took effect on March 20, 2020, "during a period of a
declared State of Emergency, Public Health Emergency, or State of Local
Disaster Emergency the seven business days or soon as possible deadline to
respond to Open Public Records Act (OPRA) requests does not apply. The
records custodian must make reasonable effort, as the circumstance permit,
to respond to an OPRA request within the seven business days or soon as
possible deadline."

Do you have the records of tax delinquent property addresses? I've only received properties with a tax lien against them. Also I would like the records of vacant property addresses.
