Dear Toms River FD1,
Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-5(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.
I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.
I WILL NOT use the requested government records for a commercial purpose.
I AM NOT seeking records in connection with a legal proceeding.

Good morning,
This correspondence is in response to your Open Public Records Act (OPRA)
request seeking all NERIS and NFIRS reports for Stations 25, 26, 27, and
28 for the month of March 2026.
Toms River Fire District No. 1 respectfully requests a 30 day extension
of time to fulfill this request. Due to limitations within our current
records management system, we are unable to generate a single compiled
report of NERIS records by station. Instead, each incident must be
accessed, reviewed, and processed individually.
At present, the only available method to fulfill your request is to
retrieve each incident report separately through our ESO system, print or
save each report individually, perform any necessary redactions, and then
scan the documents for transmission.
For the month of March 2026, there were approximately 223 fire related
incidents within the township. Based on this volume and the manual process
required, we estimate that fulfilling this request will require at least
20 hours with a possible fee included.
N.J.S.A. 47:1A-5(c) provides that “whenever the nature, format, manner of
collation, or volume of a government record embodied in the form of
printed matter to be inspected, examined, or copied pursuant to this
section is such that the record cannot be reproduced by ordinary document
copying equipment in ordinary business size or involves an extraordinary
expenditure of time and effort to accommodate the request, the public
agency may charge, in addition to the actual cost of duplicating the
record, a special service charge that shall be based upon the actual
direct cost of providing the copy or copies, and such special service
charge shall be reasonable. The custodian shall provide the requestor with
an explanation for and an itemized list of the fees or charges. Emphasis
supplied.
The required processing will be done by Data Entry Clerk who is paid an
hourly rate of $25.41 per hour. The estimated processing cost will be
approximtely 20 hours.
Given the significant time and resources required, we ask that you please
confirm whether you would like us to proceed with fulfilling the request
as described, or if you would prefer to modify or narrow the scope of your
request.
